Despite slow and uneven progress towards gender parity, data shows that women are still largely underrepresented at all levels of decision making in public offices, business, and, politics globally. For instance, among traditional brick-and-mortar companies, female CEOs represents just under 5% of the Fortune 500 list and only 6.3% for the current S&P 500 list. Likewise, as of January 2021, the  Inter-Parliamentary Union (IPU) and UN Women “Women in politics: 2021” map, showed that despite the growth  in the number of women at the highest levels of political power such as women Heads of State or Government, the number of countries with no women in government has increased,  advancement of women holding ministerial portfolios has slowed and only 25.5% of national-level parliamentarians are women. Thus, gender parity in leadership remains an unachieved and thus a long-term goal.

This edition of the Global Power Women Conference, which is organised by the Amazons Watch Magazine in collaboration with the Centre for Economic and Leadership Development and  the African Leadership Magazine UK, aims to convene top global women leaders and gender diversity champions and stakeholders to lead the discussions on how to address this dearth of women in decision-making positions across the globe by adopting a multi-pronged approach of advancing resilient and transformational women leaders for sustainable leadership and high performance. The relevance of this edition of the GPWC is hinged on the fact that no society nor institution can be said to be truly democratic or strong if women who constitute half of its population are not included as part of the top decision makers across all levels. 
Consequently, it is anticipated that insights generated from the GPWC can be utilized to shift the frontiers of knowledge on the impact of resilience and transformational leadership in building exceptional women leaders – who will contribute significantly to the long desired global sustainable development, peace and prosperity across the world.

THEME: Rethinking Development Strategies for Global Partnerships in Africa

 

Africa’s discourse is withdrawing from “deficits” and “gaps” and toward opportunities, prospects, enterprises, and inventiveness. Companies that have paid careful attention to the continent and invested there are well aware of this. The rapid growth of Africa’s youth population, urbanization, which is anticipated to drive more than half of Africans to cities by 2050, and the continent’s formalizing economy are all well-known. These tendencies and other developments have fueled Africa’s progress for the past half-century or more, and they will continue to do so in the future.

With a single market spanning economies with a combined GDP of $3 trillion, the African Continental Free Trade Area (AfCFTA) is on track to become the world’s largest free trade area. 

With less than a decade left to meet the Sustainable Development Goals, the International Forum on African Leadership, New York, will bring together global leaders from diverse sectors, disciplines and geographies. During this forum: policymakers, Industry Titans, and all stakeholders shall profer solutions and explore ways Africa can strategically improve investment while discovering some of the gains Africa has to offer for stronger global partnership.

THEME: Financial Planning and Management Systems in Contemporary Times

 

 Experts have long regarded the weaknesses in public sector financial planning and management systems as impediments of good governance, accountability, and efficiency in governance in Africa. Also, a poorly-designed budget, limited execution, and a truncated ability to use funds flexibly may prevent development actions in key aspects of the society. Across Africa, the challenge of public financial management is more acute than in other regions of the world, with bottlenecks affecting all steps of the budget cycle, from preparation to execution, reporting, and auditing, which have hindered the progress and development of the continent.

Several African countries, working to reform the public financial management (PFM) systems, have over the past years introduced complex interventions, such as multi-year financing/expenditure plans, program-based budgets, or integrated financial information management systems, which have advanced overall levels of PFM systems in general. However, reform implementation has been slow and has often been hindered by limited financial management capacity and other institutional factors, especially at sub-national levels. Many countries in the region have the challenges of PFM interventions that are partially implemented at basic or more advanced levels, leading to apparent contradictions of complex procedures being introduced even when basic aspects of budget preparation, approval, or timely execution are not fully in place. More so, it is also pertinent to mention that both financial and non-financial public sector employees and managers are regularly required to provide input to the budget process annually and respond to information presented in departmental financial reports in today’s Africa. 

Therefore, the Forum on Public Sector Accounting Standards and Budgeting is the perfect educational and training to up-skill and provide a comprehensive briefing to participants on the fundamental principles and key functions in the continuously developing sphere of public sector finance. The forum would adopt a mix of lectures, roundtable, and hands-on training sessions to also provide an invaluable refresher for finance professionals in the public sector, as well as useful practical coursework for the non-financial manager, incorporating a vital update on Public Sector Accounting Standards Board (IPSASB) standards and other recent developments in the field of New Public Management.

COURSE OBJECTIVES:

The Forum on Public Sector Accounting Standards and Budgeting has been designed to provide you with up-to-date knowledge and practical skills in the preparation and interpretation of public sector financial statements and budgets. By the end of this forum, you will have learned to:
