THEME: The Future of Public Procurement Operations & Management

Rationale
The World Bank report puts the annual global public procurement expenditure at US$9.5 – 13 trillion, making it one of the largest areas of governments’ spending globally. In Africa and many other developing countries, public procurement spends represent approximately 15-22 percent of the Gross Domestic Products (GDP). It is therefore instructive to note that a sound public procurement and an efficient use of public resources in Africa would contribute to better delivery of services, ranging from roads and other public infrastructures, to purchasing pharmaceuticals and other social services.
 
Globally, public procurement is now recognized as a strategic tool crucial for achieving the developmental, social, and environmental objectives of governments. In the same vein, a well-performing procurement system, built on sound ethical principles, would serve as a significant policy instrument for African governments to propel changes in public service delivery, especially in stimulating private sector growth and competitiveness, building viable partnerships and collaborations between private and public sector actors and resources.
 
However, public procurement is today more complicated than ever before as governments lose a quarter of the public procurement spends due to inefficiencies, according to available data. The need and pressure to build a sound and well-performing public procurement systems in Africa would therefore increase in the coming years as governments grapple with unprecedented levels of debt, decline in tax collection, with increased income inequalities and trends which have affected government procurement for its significant share in public spending.

The Forum on Public Sector Procurement Management & Auditing, Istanbul – Turkey would therefore bring together professionals and practitioners in the procurement arena to discuss the commonly occurring trouble areas throughout the procurement cycle, as well as provide a comprehensive briefing and explore the global purchasing strategies, trends and best practises in procurement operations, and the regulatory framework surrounding public sector procurement in Africa. The programme would provide both an invaluable refresher and a useful practical coursework for practitioners and non-professionals on applying the principles of effective procurement in the public sector, and applying a range of tools and practical applications which are essential for an effective Procurement department.

In African energy-exporting countries, the industry has historically been a primary driver of economic growth. However, countries have been unable to harness these windfalls for sustainable economic development. Players in the sectors have witnessed disruptions that change the industry, including the rising global demand for liquefied natural gas; the global trade disputes, that disrupt global trade, energy markets and supply chains; and the growing prominence of renewables, which could have far-reaching implications. Indeed, over and above, the global energy transition to a net-zero emissions future would continue to have a boomerang effect in the continent’s energy industry both in the short and medium-term. The wave of divestments by the international oil majors, given their strong presence in Africa, has thus occasioned reduced oil and gas activities and declining oil production.

Are Africa’s state-owned oil and gas companies therefore positioned to fill the vacuum by taking on new exploration and developments more than before? A recent report by the International Renewable Energy Agency (IRENA) in collaboration with the African Development Bank (AfDB) revealed that an integrated policy framework built around energy transition could generate about 26 million jobs for Africans by 2050, growing the region’s economy by 6.4 per cent by 2050. However, Africa’s investment in low-carbon energy systems is far behind that of developed nations, largely due to the continent’s financial inability. The fiscal constraints across Africa thus create a challenge for the countries to power the sustainability of the industry. In tandem with the thoughts of experts, private sector investments, public-private partnerships, and blended finance are therefore increasingly more important today, with strong public sector governance and innovative financing instruments.
